Job Posting Summary

Reporting to the Vice President for Operations and Facilities, the Executive Director for Campus Safety & Emergency Management will provide strategic, visionary leadership, and progressive management of the campus safety, security and emergency planning functions. The Executive Director oversees the safety and security of the campus environment for the benefit of the entire Mercy College community, and ensures that safety and security initiatives and day-to-day protocols are aligned with the campus community’s operations, processes, objectives, and goals.

This position will:
• Analyze and make recommendations for campus safety and security staffing models. Recruit, hire, and manage safety, security and emergency management personnel in collaboration with the Office of Human Resources.
• Conduct long range planning in order to anticipate changing conditions; trends, and potential personnel issues, including succession planning.
• Coordinate, co-chair, and actively participate in a Health & Safety Committee that brings together representatives of various campus groups to articulate and consider safety and security topics of mutual interest and to the benefit of the overall community, and participate in other campus committees as needed.
• Participate, and take a lead coordination role, on the Mercy College Emergency Response Team, providing expertise in threat assessment and intelligence.
• Maintain and utilize a network of safety and security experts and resources, as well as New York law enforcement contacts, to help ensure the safety and security of the Mercy College community. Negotiate and contract with third party providers of specialized services, as needed.
• Set the vision, strategy, and direction for Mercy’s safety, security and emergency management programs with a strategic understanding of future security needs and crime prevention on campuses.
• Provide subject matter expertise on safety and security issues to Mercy’s administration and the overall Mercy community. Serve as a visible, collaborative and effective point of contact on safety and security issues.
• Conduct campus investigations as required, including in accordance with New York State Education Law, New York State Campus Safety Act and the federal Higher Education Opportunity Act (HEOA).
• Organize efforts and procedures for identifying workplace hazards and reducing accidents and exposure to harmful situations and substances. It also includes training of personnel in accident prevention, accident response, emergency preparedness, and use of protective clothing and equipment.
• Ensure accurate report writing and crime/incident scene investigations. Maintain high standards of accident scene investigations and report writing, especially as they relate to potential College liability.
• Act as a primary representative for Mercy College Emergency Response Team and Clery Compliance Team.
• Manage and direct crisis situations on campus and lead response team until crisis has led to recovery. Oversee emergency coordination on all campus sites.
• Work closely with Mercy College Director of Transportation and other departments to provide input and enforce an effective parking policy and enforcement protocols for the entire Mercy community- consistent with best practices for academic environments.

Experience and/or Skills Required

• Senior level law enforcement experience and/or senior level security management experience in higher education or complex corporate setting. Seven to ten years of supervisory experience with direct responsibility for a security and emergency planning function and staff.
• Previous experience managing staff and overseeing contracted service agreements preferred.
• Demonstrated leadership with a record of accomplishment of accomplishments and value-added initiatives.
• Experience using standard computer software, including Microsoft Office, Excel, and PowerPoint, and experience with advanced data analytics.
• Membership in relevant professional associations, i.e., IACLEA (International Association of Campus Law Enforcement Administration, ASIS International (American Society for Industrial Security), NECUSA (Northeast Colleges and Universities Security Association), and IACP (International Association of Chiefs of Police).
• Specialized training in security management, fire safety, environmental health, and crisis management.
• Preferred candidate to have in depth knowledge of the Clery Act and Title IX requirements.

Education Required or Min Education Required

• Bachelor’s degree required. Degree in Criminal Justice, Public Administration, or a closely related or relevant discipline, as well as an advanced degree are preferred.
